I 'the VE has always wondered why the main Justice oath at the President rather than the president swears out that the new president. Wouldn 't is a cold-passage of the torch ceremony.

The chief justice does it because this represents the new president’s pledge to uphold US laws, that is his duty by the way. The chief justice is the most important judicial figure in the world and he must swear in the new executers of those powerful laws.
